The real totals
Add what each cruise leaves out and the order changes a little. For one adult sharing a cabin, coming from Hanoi, at the November 2026 prices:
- Carnival’s Ninh Binh combination: about US$220, everything but drinks and one dinner; one night on board.
- Carnival’s three days: about US$290 with the shuttle.
- Vega Legend: about US$360, pickup included.
- Marvel Travel’s three days: about US$355 with the bus and VAT, about US$375 between 1 October and 30 April.
So of the cruises that spend both nights on the water, Carnival’s is the cheapest by about US$65 to US$85 a person once the extras are in.

Travelling alone
Cabins are priced for two, and the solo price shows it. Marvel Travel adds US$170 for a single cabin. On Vega Legend one guest alone pays $650 against $360 each for two (checked November 2026). Carnival’s listing does not state a single price; its cabins take up to three guests, so ask before booking alone.
Children
Carnival’s three days charge nothing for one child of up to 4 in a cabin, half the adult price for a second, 75% for children aged 5 to 10, and the adult price from 11. Vega Legend lists a child price of $286 (checked November 2026).
The bay fee
Hai Phong charges every visitor to the bays of the Cat Ba archipelago a sightseeing fee, and the overnight version is higher the more nights you stay:

The Cat Ba bays management board’s posted fee table, under Hai Phong resolution 47/2025 of 10 December 2025, in force since 1 January 2026; children under 6 go free.
Carnival and Marvel Travel list the sightseeing fees as included, and Vega Legend lists the entrance fees for Ha Long and Lan Ha Bay. Whether a ship that starts at Tuan Chau and crosses into Lan Ha owes Ha Long’s fee as well as Hai Phong’s is not set out in any published rule, so if your listing is silent, ask whether the price covers the fees of both bays. The routes between the two bays, running since 1 April 2026, sell their tickets at Tuan Chau port and Ha Long International Port.
